That's right.  Just like html, xml, wml, hdml, etc...  None of these
languages can "run" on their own.  In fact they don't "run" at all.  They
are declarative languages that describe documents, not procedural languages
that describe actions to be "run".  To do anything, declarative languages
require processing by an external parser program (browser/agent).  The verb
"run" is better suited to describe the execution of procedural programs,
where as "parsed" or "interpreted" are the common verbs to describe the
action of an browser/agent processing a page defined in a declarative
language such as SGML.

So, if i get this correct, SGML is a concept used to define dtd's which then
are interpreted by programs such as browsers?
Meaning that SGML can't run on its own but needs an external program?
