After a first read through of RFC2854 i reacted "instinctively" on the following line in... 5. Recognizing HTML files ... These dialects are case insensitive. ... My experience is that referring to SGML applications as being "case insensitive" has been the root of quite a bit of confusion over the years. The real concept "case folding" so IMO it might be better if the text referred to that instead. Possibly also mention, at least briefly, that the entries for LCNMCHAR and UCNMCHAR in an SGML declaration for HTML has an effect on the final result of a case folding process.
