IE3 and CSS

Because of several reasons including the age of our hardware our intranet
site is view with IE3. Firstly is it possible to use CSS in IE3 and if not
is there a version of IE4 or NS that will run on diskless win3.1 machines
(mostly 386's).
I would be gratefully if you could enlighten me.
