Metadate management

Hi,

We have defined a metadata
list (and the values they can
take) that should appear on
all our HTML pages.
Is there a good tool to manage
this list (and also the
values) ? By manage I mean :
inserting, checking, removing,
changing... or should I build
it by myself :=) ?
Is the same time, I'm looking
for a good html validator .
