Request for information

Dear Sir/Lady:
    If you please send me the information where can I learn about CSS?
    Also I have a small problem maybe you can guide me, I am using
DHTML, and I want the users to be able to view the pages In both
communicator 4.04 and IE 4, how is it possible ?!?
