Define lot. In a typical rendering, BR forces a line space, P has
vertical margins. BR doesn't have content, P does. BR functions as a
formatting command, P is a block element with content. It seems to me
BR is more of an imaginary character on the order of &shy;, and perhaps
&nbsp;. It's an active character (AC) as opposed to a docile character
(DC).
