   Should there be an ALT attribute available on <INPUT TYPE="IMAGE">
   so that the submit action involved can be conveyed when the image
   is not available? 

Seems very sensible. Should be an ALT anywhere there's a SRC,
I guess, as you can't tie the presence of ALT to the _value_ of
another attribute in the DTD, only in an application.
