I believe this can now be accomplished with server side includes.

I realize there is a trade-off between the overhead of parsing HTML files 
on the server side and the convenience offered by this feture, though. If 
just this one aspect of SSIs could be implemented uniformly and 
efficiently then I'd certainly use it.
