BROWSER AUTHORS BEWARE:
There are extant multi-user operating systems where the audio-device
is neither "owned" nor shared. One could expect system managers in
such environments to disable "BGSOUND" (probably by forbidding the use
of browsers that support it -- unless a supporting browser provides a
system-level switch for disabling it).
Of course, "BGSOUND" could always be disabled at build time. In other
words:
