The same as it was in HTML 2.0.  If no action is specified, the URL of
the document should be used.  This is especially useful for multipart
CGI scripts.  The script doesn't need to know the URL that was used to
call it, it just does <FORM> or <FORM METHOD=POST>, and the
information will be returned to it.
