Thanks for the comment. We agree that if the URI does not reference an nl, the fallback will be rendered (i.e. the URI will have been considered to have failed). However, since we now specify the behaviour when it is not an nl element, we consequently we will not state that it is non-conforming. Best wishes, Steven Pemberton For the HTML WG
