Dear HTML Working Group, The CITE attribute says "User Agents MUST provide a means for the user to actuate the link. " Please clarify this to be clear that only user agents which provide a user the ability to actuate links need provide this - ie a validator or search engine user agent does not need to meet this conformance requirement. It would also be helpful if this and other user agent conformance requirements be collected in the conformance requirements section, rather than just being spread out through the specification.
