The participants in the WG represent both corporate and independent content developers, e.g. the WG includes participants from the Hypertext Writers Guild. Arguments have been presented for upper and for lower case, and the working group eventually reached a consensus position on recommending lower case to W3C members for adoption for use in the reformulation of HTML in XML. This was covered in the public draft issued in early December, last year.
