Need erratum for xforms-help and xforms-hint

At the Sept. face to face meeting, Kenneth mentioned that there is a 
disconnect between what Sections 4 and 8 say about xforms-help and 
xforms-hint.

In Section 4, the help or hint is provided as the default action for the 
event.  In Section 8, the behavior of the help or hint is specified as 
being equivalent to a message handler for the event attached to the form 
control.

Please send opinions about what you think is the correct method.
