Hi Sergey,

In the spec, it makes no mention of the order of execution of actions contained
in an action element.  However, in the errata
(http://www.w3.org/2003/10/REC-xforms-10-20031014-errata.html#E68) it does
mention that, "This action causes its child actions to be invoked in the order
that they are specified in the document."  Looks like it is just a bug.  Since
the errata was just released, though, it'll take some time to filter into the
different implementations.
