RE: Question about XForms Basic

It doesn't say it's a Submission or is going to become a Submission in
progress.  The PNG image in the upper left corner clearly says "Working
Draft."

I wouldn't consider it a W3C WD until it shows up on www.w3.org/tr. I'm
guessing that it was developed for submission to the W3C using a W3C-like
stylesheet to give it that W3C look.

A google search turned up the following W3C Working Draft:

A closer inspection shows that the W3C trademark is used with a "soon" after
it.
I found this confusing.

Is this a W3C Working Draft?  Is it perhaps some W3C Member Confidential
data that was inadvertently published?

Or is there no relationship between this document and the W3C?
