I wouldn't consider it a W3C WD until it shows up on www.w3.org/tr. I'm guessing that it was developed for submission to the W3C using a W3C-like stylesheet to give it that W3C look. I found this confusing. Is this a W3C Working Draft? Is it perhaps some W3C Member Confidential data that was inadvertently published? Or is there no relationship between this document and the W3C?
