Interesting thought.
Whether you use the singular vs plural is a function of
whether you look at it from the inside or the outside.
Look at it from the outside,
and <action>...</action>
says what "action" to take --the fact that there is one
handler vs three inside it is irrelevant --since depending
on what handlers you have in your vocabulary, what is
"three handlers" in one case may be one handler in another.
