I know that this is a nit, but its been noticed by a couple of us on the Mozilla project already so I might as well mention it. In section 11.6 it says, "If the submission does not have a resource element as its first child, then the submission URI is obtained from the resource attribute or the action attribute." I assume that this means that if submission does not have a resource element as its first child ELEMENT, then the other rules apply. The first child node will quite often be a text node if submission and resource are on separate lines as they will most likely be in the real world.
