Hi Steven, The working group agreed that it should be clarified that xml:id can also be used, not just the id attribute that is listed in the common attributes. At the most recent face to face meeting, a Note was added to point this out. Please see the revised text in the editor's draft available from the working group website and let us know if you have any further concerns about this issue.
