Mark, The Forms WG believes that calling the new version of XForms "XForms 1.1" sends the right message about the degree of change compared with XForms 1.0. It is not different enough to gain the version number 2.0. On the other hand, there is a problem for markup languages designed to be embedded in other languages: how does a processor know which semantic to apply? Or how does a UA know which version of a Forms processor to import? There seems to be no generic XML architectural feature that supports this. Most implementors seem to have adopted the measure of using the namespace to identify the required processor, and for this reason have asked us to change the namespace.
