It took longer than anticipated to get a charter that was ready to send out to the W3C Membership. The review for that is ongoing (ends 12 March) and thus there would not be time to announce the group and have organisations sign up (which involves granting a royalty free license on the eventual specification) in time for a meeting on that date.
