I agree that drag-and-drop events would be better separated from HTML5 (indeed, I worked on a draft of it 2-3 years back [1]), but I don't want to bring it into DOM3 Events, as I think it would only slow down the specification's progress. FWIW, I'm not yet convinced the current model for copy/paste/drag/drop is the best we could do, and I think it needs a lot of work in any circumstance.
