Creating DOM that is encoded in "ISO-8859-1"

Hello

I need to create DOM documents that has encoding = "ISO-8859-1". If I'm not
mistaken, the usual encoding format for create DOM documents is "UTF-8". How
would I create DOM documents with such encoding. Thanks your help would be
most appreciated.
