DOM 3 Core SEVERITY_ERROR

  The SEVERITY_ERROR constant defined in DOM 3 Core conflicts with COM's 
SEVERITY_ERROR constant.  This should be changed so COM implementations
don't have to jump through odd hoops to get DOM implementations on top 
of COM.
