RE: DOM Level 1 Becomes a W3C Recommendation

I don't know if we'd really need a separate "server DOM" for this -- just a
call which allows that check to be turned off. That'd involve one test of a
static boolean per insertion, which I think is lightweight enough to be
acceptable...?
