In 19980318 draft, Document#getElementsByTagName() and
Element#getElementsByTagName() have no parameters.  Is it
error?

No Java definitoins of NoSuchNodeException and
NotMyChildException.  I think these are subclasses of
RuntimeException in Java.

I couldn't find a strict definition of "DOM Normal Form"
described in Element#normalize().
