Sounds good to me. I think writing down something resembling Section 4 of
mine would be good. As the chairs here have shown, this is already possible
anyway. It's just not clear.

I don't care about the day counts or any detail of that sort. I just wrote
something that seemed sensible, and the chair/moderator can always say
"don't make me add a day". But I do want to eliminate the sense of
aggrievedness at any quick moderation action, and eliminate the public
shame when someone is briefly not at their best. In fact, I didn't even
want to write the "Rules" section in my document. I put it in because I
thought the other ones were too officious and long, even though they both
had good parts as well.
I've added www-archive@w3.org here, and the chairs are powerless to stop
me. ;)
