This achives 2 things: - put the announcement to Chairs from last Friday into a public archive - give an opportunity to address some public requests for a summary of differences in public Announcement is at the end. Diffs from previous version: 1- Allow invited experts to access the same level of information than other group participants from the W3C Membership. Previously, access to the Member website was not granted to invited experts unless exception. The new policy turns this around. 2- Require that the status of invited expert for an individual in a Group is reconsidered when a Group gets rechartered. While there was an expectation for a periodic review in the past, such review were not really happening appropriately. The new policy anchors those reviews at rechartering time and requires Chairs and Team Contacts to be explicit about those. [[ All IEs are invited to participate for the terms of the current Charter(s) for the group(s) the IE will be associated with, except that provisional invitations granted to “membership candidate” organizations may have shorter terms. Additionally, Chairs may in exceptional circumstances give Invited Experts a term shorter than the remaining charter duration. When a Charter expires, Chairs and Team Contacts must explicitly review all IEs within that group. If a Group is allowed to continue meeting after the Charter has expired, the IEs in that group will also be extended until the group is formally closed or the Charter is renewed. The Chairs and Team Contacts should determine if the IE’s expertise is still needed based on the scope of any new Charter. As part of the review, if the IE has stopped actively contributing to the group, their Invited Expert status should be terminated by the Chairs and Team Contact of the group. By default, IEs are granted Member Access. At the discretion of the Team Contact, or at the request of the IE themselves, certain IEs may not be given Member Access. This option is required as there are some Invited Experts who have expressed that they do not wish to be, or are unable to be, responsible for managing Member Confidential information. Additionally, on a case by case basis, a group may define in its charter that invitations to IEs will not include Member access. The Team may consult with the AB about when such restrictions are appropriate.
