Re: Publishing a new WD of Gamepad spec

We're working to bring Chrome up-to-date at the moment.
https://codereview.chromium.org/165983005/ (some small concern about
breaking existing code unfortunately)

I think we can probably go ahead with pushing what's there now, if that
seems reasonable to you, Ted.
