Qualcomm Patent commitments for QuIC

QuIC is the research lab of Qualcomm. QuIC will join W3C as a full Member. W3C 
asked Qualcomm to declare that they also engage Qualcomm's Patent Portfolio if 
QuIC joins a Working Group and makes RF commitments.

commitments
