Re: Publishing the Encoding standard through W3C

An update on this front.

The bottom line is that we're definitively interested in pushing this
document on the recommendation track.

We're looking to add this deliverable in the i18n activity, with my
preference being to add it into the i18n wg itself (which mean we'll
need a new charter but this should not be difficult). So, it might take
us one or two more weeks to get all our ducks in a row but we're getting
there.
