allow use of HTML5 doctype in W3C specs

Hi all,

Can we please be allowed to use the HTML5 doctype on published specs?

In investigating [1] an accessibility issue [2] in the content of the HTML5
spec I found that use of the ARIA role attribute makes the content in
question much more usable for screen reader users. But as at present the
pubrules do not allow the use of <!DOCTYPE html>, the use of @role is will
not be conforming.
