(CCing www-archive for public record.) The current WD for WAI-ARIA (http://www.w3.org/TR/wai-aria/) does make the value "all" mutually exclusive with the other tokens available for 'relevant'. In contrast, 'dropeffect' does make "none" mutually exclusive with the other tokens.
