proposed rewrite [2] of WAI-ARIA conformance section (and some of host language embedding)

The attached version of the WAI-ARIA specification is for  
consideration by the Protocols
and Formats Working Group.  I am using this mechanism to avoid  
burdening all their inboxes
with copies.

The purpose of this update is to address comments received from the  
group.

Mostly that the "null namespace" membership of the 'aria-foo'
