css3-namespace issues

Hey,

I think we should resolve the last few issues and go to Last Call early
January. Some thoughts:

* Remove "For this reason the string syntax is recommended, and the url()
syntax discouraged deprecated?." as it does not really affect anything.
The previous sentence already says that URIs are not resolved.

* Remove the reference in the acknowledgments section as it references the
wrong draft and it does not really matter.

* Make the term "CSS qualified name" instead of just qualified name.

* It's not entirely clear to me what terminology we're using from
XML-NAMES11. Leaving a reference in to the XML specification is probably
worthwhile though, although maybe we should pick XML-NAMES instead as
XML-NAMES11 might be deprecated in due course. (And XML-NAMES is also more
widely implemented.)

I think I can do the edits to resolve these as suggested if you agree.

Cheers,
