FWIW Thunderbird stores some rules in a text format too, eg
~/.mozilla-thunderbird/9wu12hn8.default/mailViews.dat

Sorry I don't have a good example to hand (haven't scrubbed mine).
Google has suprisingly little on it, given the popularity of Thunderbird
and the reasonable expressiveness of its filters.

At which point I stumble upon
