I found the journal with google today; it took me to
volume 1
  http://www.websemanticsjournal.org/volume1/index.html

but there are no links to context, so I have to edit
the URL bar to get to the journal homepage.

Also, on that welcome page, I see: "An early slogan of W3C
standardisation efforts was 'rough consensus and running code'"

That's actually an IETF slogan.
