RELAX NG: incorrect xmlns namespace

in section 4.16

  A name or nsName element that occurs as the first child of an
  attribute element or as the descendant of the first child of an
  attribute element must not have an ns attribute with value
  http://www.w3.org/2000/xmlns. ... The [XML Infoset] defines the
  namespace URI of namespace declaration attributes to be
  http://www.w3.org/2000/xmlns.

The namespace is rather defined as http://www.w3.org/2000/xmlns/ (and in
the Namespaces in XML 1.0 Errata, not the Infoset, but well).
