URI references are things used in data formats to abbreviate (or spell out in full) URIs. The historical problem where the term "URI" didn't include things with #fragments is now fixed in URI IETF STD 66, RFC 3986: Uniform Resource Identifier (URI): Generic Syntax, T. Berners-Lee, R. Fielding, L. Masinter, January 2005.
