Dear Benjamin Nguyen, I'm the developer of a rule engine called Bossam, which is a rule engine with the capability of: - loading RDF and OWL documents (written in N3, RDF/XML) - performing inferences on the loaded RDF and OWL documents - loading and performing inferences on SWRL & RuleML documents Bossam engine has a rule language which supports URIs natively, which makes writing rules about the web resources easy. I suggest adding [1] to the "Tools" section of the SWBP&D Tutorials page at http://www.w3.org/2001/sw/BestPractices/Tutorials#tools.
