I've incorporated the resolution to Issue 283[1] by adding a new subcode ( enc:DuplicateID ) and amending the prose accordingly[2]. As noted in the edtodo[3] I've NOT added a new subcode for the case where both id and ref attributes appear on a given element. Should we add such a subcode? If so, what should it be called?
