HR element swallowed by next edit

After entering a new <hr> using the ctrol-h ctrol-h shortcut, the hr appears
to be selected because the next edit replaces it.
It's 9.99.3 and the input stream is: ctrol-h ctrol-h qqq
The hr shows but it's overwritten by "qqq".
Entering enter after the hr leads to the same result.
There is a cue: entering two hr's and letters leaves the letters and the
second hr.
