Amaya 9.53 WinXP bug: non-english characters in CSS files

Hi,

Amaya 9.53 for Windows XP does not accept non-English characters in 
comments in CSS files. They are converted to character entities when the 
css file is saved.

Steps to reproduce:
1. Create a css file:
2. Add a comment. For instance
    /* Irčne */
3. Save and reload the CSS file. The CSS file is now:
    /* Ir&#xe8;ne */
