Charset ISO-8859-2 or CP1250 - Beginner question

I am looking for way to insert some characters from ISO-8859-2 or Windows CP 1250 set. I am not able to insert some of them. For example: 154, 159, 248, 249, ....... you can see here http://www.cyrillic.com/ref/ce/cp1250.html What I do wrong???
