Amaya 8.7.4 on Windows XP, SP1, one user.

DOCTYPE HTML 4.01

Version 8.7.4 does not show a parsing error for omitting element LEGEND.

HTML 4.01 Specification requires LEGEND as the first child element of FIELDSET.
