strange formating of table with style

i am including two stripped down files (.htm and .css) that exhibit 
a strange formatting effect in Amaya.  msie, opera and gecko engines
have no problem with the html block which is included at the bottom
of each page of http://www.vaxxine.com/thevoiceofpelham  
a community newspaper ....  the code verifies    
amaya puts every character of the navigation bar on its own line !!!!
is this a bug or is it some interpretation of what is appropriate 
default for a property unset by the stylesheet ....    if it is 
    later then which property needs setting and what is value that 
   makes it work (possible change next round)   if it is a bug , can
it be fixed in a reasonable number of version loops .... --
