No Annotation icon when selection in <pre></pre>

Hi all,
I am trying to annotate a selection in an html page
portion which is between <pre> </pre> tags.
I can successfully post the annotation but I cannot see the
pencil icon close to the select area (I can see the local link using
Views-->Show links)

Is this a known bug (or a bug at all)?
