Structure View Bug

System Description:
Windows XP
AMD Athlon XP 1700+
512 MB RAM
60 GB HD

Bug Description:
When the <!DOCTYPE> is selected in an XHTML 1.1 document and the attributes
menu is opened, it lists attributes which do not apply to <!DOCTYPE>

Steps to Reproduce:
1.    Click File > New > XHTML 1.1 Document.
2.    Click Views > Show Structure.
3.    Click <!DOCTYPE.
4.    Click Attributes.
