Re: frames and w3.org

HTML 4 specifies 3 DTDs
  HTML-transitional
  HTML-strict
  HTML-frameset

So frames are allowed, but they generate a lot of navigation, editing, and 
printing problems.
The W3C team doesn't encourage people to use them.
